Will changing 15mm to 22mm increase flow rate?

And has it made a discernible difference?
Need to wait till the water company replace the lead on their side of the water meter as a problem has also been identified there.

Even before I did what I did, when you opened the cold tap nearest to the new incoming supply, the cold flow rate would start fast and then drop off considerably over a 5-7 second period and then stay low. Still the same more or less since my work.

Typical 1st splurge due to force of mains pressure within the feed pipe that then reduces to whatever it does due to a constriction within the supply pipe. Possible cause of all your woes.?

Have you measured the flow rate in litres per minute?

Not personally, but the people who did the lead replacement on my side of the meter did. It was lowish, but not sure how low.

Biggest problem atm is if you have the kitchen tap running downstairs, the tap upstairs in the bathroom would barley dribble out, although I have not tested that that since I did my work.
