Window catching

Any ideas what could be causing this window to catch?

There’s definitely a misalignment of the window as you can see from the image it’s tilted to the right (gap large at top)

How can this be resolved?

Some hinges have a button you can press to slide the whole window towards the centre of the opening by some inches for cleaning from inside the property. Check your top hinge hasn’t come unlocked and is causing a tilt. It may just need sliding back and locking in, maybe lubricating or cleaning too

Open the window fully and take pictures of each hinge so we can better explain
 
I'm only thinking out loud here.
There's a brass (?) screw which is partially hidden, would loosening that allow some adjustment?
Other than that, work out how to move the complete (6" long?) black strip.
 
The brass screw will.adjust how easy/hard it is to open. It adjusts the friction, hence upvc window hinges are actually called Friction Stays
