I read this as : 240V SwL from Tado HTG NO "call for heat"
closes contacts 13 (in) and 14 (out to load), in your case 13 would be permanent live.

If the pump surges and fuses the switch in Tado then why doesn’t it fuse the switch in the motorised valve?

I think, that the contacts are simply welding up, rather than fusing. The voltage surge, resulting from making the very inductive load, is welding the contacts closed. The relay is adequate for the load, but not adequate for the inductive load.
