woodblock flooring

I have some 20mm Iroko woodblock flooring to lay.

The base is different in certain areas. Part of the area will be a new screed, part will be plywood. What is the correct fixing method?

Should the blocks be stuck down? If so could you recommend a suitable adhesive.
Should the blocks be pinned down?
