Wooden floor over celotex

Hi,

We are digging up an old floor in our old property. Taking out the existing tiled/concrete floor - digging out 'rock/shale' down to 8-10" putting in new dpc, concrete slab, 4" of Celotex, question/query is can we lay 'joists' on top of the celotex with T&G floorboards or should we put down chipboard first.
