Worcester GS 28i junior flashing blue

Hello all,

Just been reading through lots of helpful information from other's problems, however can't quite apply it to the issue I have.

My uncle has said his boiler (Worcester greenstar 28i junior) loses the rad pressure over time (small leak somewhere). However this is normally topped up etc, the house has been empty for 3 months while building has taken place and in that time the pressure has dropped to zero. My uncle has topped up the pressure. The boiler flashes up ok, though when demanded (heating/hot water) the blue light flashes fast after about 15/20 seconds, no other lights, no attempt of burner coming on.

The rad system hasn't been vented to get rid of excess air (yet).
There is no thermostat in the system elsewhere.
The flue looks clear.
The condensate is all clear.
Gas supply to the cooker next to it is good (can't see any separate valves to stop the boiler receiving gas).

I'm an engine however not gas registered so I can look into problems that hopefully you guys can suggest, of course I can't do the eggy gas stuff ha ha.
