Would I need Planning?

I have a detached house with a detached single garage which borders the side of the property so it's only about 300mm from the boundary.

I would like to extend the garage backwards (loads of room) and remove the flat roof and replace with an apex roof but this modification will take the overall height of the garage to approx 3m which, as I understand it, means it will not be permitted development.

Am I likely to get permission and do I even need it?

As you say, it exceeds the height limit for permitted development in that position so would need planning permission.

Would you get planning permission? Depends on your circumstances.
 
3m is within permitted development rules, however its distance to next door might be an issue.

(d) the height of the building, enclosure or container would exceed—

(ii) 2.5 metres in the case of a building, enclosure or container within 2
metres of the boundary of the curtilage of the dwellinghouse
