Quite - you illustrate the uncertainty. As you say "How about...?"!

In fact, I suppose what you suggest has to be totally correct. I presume that no one would doubt that a double socket would be 'rated' (and 'OK') to supply a total of 13A, all through one outlet' (i.e. plug), without anything going through the other 'outlet' - and the "not necessarily" lets you off all other hooks. The remaining question, therefore, relates to the actual meaning of "not necessarily"!
