U Arriving and going through customs had been agreed long ago, it was after the goods had been unloaded was my question

Sorry, the customs clearing has never been mentioned until I mentioned it.
Goods sitting on the docks have not been cleared by customs.
The normal route for goods on pallets is:
Goods unloaded, customs clearance.
