Perhaps if the hospitals weren't still struggling with the crippling PFI payments, they could afford more stuff?
To give credit where it's due, finances have mostly been set aside during Covid-19 for things like urgent kit purchases.

That being said, there's a lot of inefficiency enforced by antiquated buildings and IT systems. If they weren't previously drowned by PFI and austerity they'd probably be a bit better equipped to manage Covid-19 now.

so sounds like the wrong spec was given out in the first place. That’s not corruption, just good old incompetence.

His company, Prospermill, had secured the rights to the full production capacity of a large factory in China to produce masks and was able to offer a large quantity almost immediately.

But the legal document seen by the BBC notes that Mr Mills requested the government instead sign the contract for the masks with Ayanda Capital, whose board he advises, because it could arrange overseas payment more quickly.

Incompetence x Corruption = Tory government

yet you excuse them - you can vote Tory all your life but don't excuse their mistakes and incompetence - your fealty provides no benefit to yourself or others.
