On a 13amp plug. Fuse had blown. Replaced. All lights and clock works, grill heats up oven doesn't but fan turns. Light indicating oven temp is lit. If oven element where does it live if not what else could it be?

As you said its a fan oven

Switch power off and unplug
Remove shelves
rear plate (that covers the fan) is normally held on by 4 screws 'remove those'
Element is behind this plate surrounding the fan
Quite often if the element has blown you will be able to see either a deformity in the element or a blown/melted looking part of the element
A couple of screws hold the element in place it will then come forward (be careful as several wires will be connected to spade connectors on the back. disconnect the wires (making note of what goes where and tying/taping the wires so they wont fall back into the rear cavity)
Check element for obvious damage or continuity test it (should be approx 27 ohms 'depends on element') and no continuity to earth
