Small propeller on Ideal Classic fan - What is it for?

I just had a boiler service from British Gas. The boiler is an Ideal Classic FF 230. The small propeller on top of the fan had broken off.
Can anyone tell me if this propeller performs any useful function?
The BG engineer didn't bother replacing it as he said it had obviously been broken off for some time and the boiler was working well.
If there is no need for it then why does the manufacturer install it in the first place?

He also classified the system as being 'at risk' and gave me a yellow sticker.
Apparently the regs have changed in the past year and as well as the hot water tank having to have the external copper pipe turned in towards the wall (which it has), the boiler has to have this as well.

I now have documentation which says the appliance is not safe because of the PRV termination.

Is he going a bit over the top?
 
Just put an elbow on the end of the pipe or if you really want to go to town a proper push on terminal.
The little fan on the fan is to cool the motor in theory, quite how much benefit that would have sat on top of a heat exchanger is anyones guess.
 
the little fan is broken more often than attached and as already said is of little benefit.
the boiler PRV pipe should be turned back to the wall or the pipe should be extended to the ground. a small job for a handyman to do.
 
Believe the little fan on top helps cool the motor. Prv termination can be classed as At Risk if the termination could proove a hazard. Above doorway, not terminated outside. At the end of the day water could come out of that pipe under pressure and very hot, in reality usually just drips but every eventuality has to be catered for. Remember will live in a "I'm going to sue you." society these days.
