I stress, I didnt fit it. My mother paid an NIC guy to fit a new cu.

Yes, the brown cable is co-ax, though currently unused.

The cream cable RHS is a cat5e, but again unused.

Although perhaps not in the spirit of the regs (it's unlikely the insulation on the coax or cat5 is rated to any more than 100v), I wouldn't see it as being a real safety risk. It could easily be corrected by clipping both cables suitably far away from everything else. Certainly far greater cause for concern inside the CU.

Why? It is not the ideal location, I aggree, but this is under the stairs, the only place we can get cables from upstairs to downstairs easily and concealed.

It's more resilient than people give it credit for. I'd want to avoid long parallel runs, but for short distances it's very unlikely to have any detrimental affect on the signal. Not that I condone it, but seen it done many times. Even when you do come across long runs of TV coax next to mains wiring, you only tend to notice anything on the TV when large loads on the circuits are switched on/off.

If silicon eats away at sheathing like that what would you recommend for filling around cables passing through exterior walls, just some sort of generic silicon free gunk?

My first experience a couple of years ago with that stuff will be my last, I filled an external gap left by a 'plumber' who installed a new bathroom waste for a shower, I did a nice neat, flush fill too.
I'm sure it's still growing to this day though, looks like the wall is pregnant, it should be called Ever Expanding Foam.
