So last year your circuits were all OK when tested.

Or did you get the same guy to do that job as you're asking about this one?

Hello God !!! Yes last year all was tested and ok, but the council say it needs doing and have thrown a "we are the landlord, if we say it needs doing, it needs doing" letter !! As for the walls it has plaster boards on a studdies breeze block and so the walls are all hollow

as long as they are paying for it and the requisite repairs to the decor then that's fine..
if they aren't paying for it then tell them to swing for it..

I was assuming you were the home owner, it appears you have little choice in the matter, you will prob have little say in the spec or the quantities of sockets and switches you will receive, although it is nice to take some comfort in the fact that your landlord is keen to keep your home in a good safe state of repair. Kind of a shame they are wasting money in this case as you are presumabally happy with the current installation and it has been presumabaly updated to current standards.

Hmmm.

Very few councils still have DLOs, so last year's CU change was probably subcontracted to the lowest bidder. Should we consider the possibility that they have discovered that the work done was not to the highest standards, and are now trying to rectify things?

It seems odd that they would go round rewiring places that didn't need it.

If the boards are on battens they they might be able to pull new cables through the holes in the noggins, but there's no guarantee - depends how spacious they are. If they're dot and dab then then chances are slim.

BUT - don't councils have nasty habit of using surface mount trunking for rewires?

All council property rewires I ever did were trunking, if cables would pull we always pulled them through but on the whole it is surface mounted. The council used to supply a spec and a price list and you either took the job or not. These were grant jobs mind in which the council was paying for the work for a home owners benefit, although of most if the council houses I have worked in that have been rewired have been done in mini trunking. I supose each individual council will have a different spec though.
