Would be if I didnt need to rewire,replace the kitchen, install a downstairs bathroom,relocate the boiler,fit floor,strip walls,build stud wall,paint and more than likely something else

no, but the RGI dont need to do it because it is not needed. it is the householder responsibility to get there stuff check every year not RGI to chase them to do it
