Take the tester out and remove that circuit, re-apply the others and see if it holds.
Is this a split load board as you say in your op.?
If it is a TT you need two rcd,s in most circumstances . I really think you need the circuits tested, you need to know the Zs is low enough for the unprotected side of the board.
And how are you getting internet access if the power is OFF ?.

Why is it that you guys always slate the methods others use? Volt sticks are used to detect the presence of voltage.... what's wrong with that? Its not like im using it to test the whole house!
