It does seem very odd/unlikely - unless, perhaps, it was a last straw after a protracted period of non-payment. However, if that were the case, I would have thought they would have removed at least some of the installation within the house as well as cutting the supply outside.How likely is it that a disconnection for non-payment of bills would be done by a physical removal of the supply which would cost thousands to restore?
Maybe they have just pulled the fuse (all the wiring of the installation still looks to be present) - which, of course, would be a good result for the OP.
