We're getting a new ceiling installed and contractor is part way through job.

Earlier today, while taking off some plasterboard on the wall, an electric cable was cut through, tripping the fuse box.

One of the team reconnected the electrics, which have been left as shown in the picture below.

Is this ok; if not why not?

Is this ok; if not why not? He's back tomorrow to finish the job ...
Hopefully to properly finish the job - which should not have been left in this state in the first place.
Exposed Copper, which I hope is the earth and not a live cable.
You either need new cable or a properly repaired cable using crimps and sleeving.
Putting it in the void with a terminal strip and a bit of insulation tape is not acceptable neither is putting it in a junction box - unless it is accessible.

Oh dear, that is not the way to do it.
I suggest you inform the builder that joints cannot be left and buried like that, they need to be correctly and safely formed.
If he and any of his associates/co-workers, cannot perform this task to a competent standard, I suggest you source one that can and the builder foots the bill.
That joint would require to be crimped and sleeved (heat shrunk), soldered and sleeved(heat shrunk), encapsulated or removed and replaced.

As said, not an acceptable way of joining cable.

As you are having some plastering work done presumably, would strongly recommend replacing the cable that's buried in the wall entirely. Or at least replace just the part that's buried in the wall, and making the joins in any ceiling or floor voids.

What idiot builder doesn't check for cables for doing this sort of work? I always check for electric cables, water pipes etc before doing any work. Has saved me on a couple of occasions.

One thing I have learnt about old houses is never assume anything where cables or water/gas pipes are concerned. In our house the favourite seems to be running the cables for light switches under the door frames.

We don't know that he plans to leave it like that.

But FGS - how hard would it have been if a temporary emergency repair was needed to use a bit of sleeving and a choc-box?

Yeeh-hah!
