Here you go then. Doing a mains upgrade at a site (some twit installed around 50kW of heating onto an already well loaded SP 18kW supply!). Same chap added a new light in the cupboard with the fuse boards in. I get the reasoning.......but really?

So he could afford a couple of cable ties (to make it look neat) but not some earth sleeving.

ANd does the line conductor from that bit of 1mm really just go in to the base of the MCB?

Yep. It bugs me when people go in and swap out fuse boards for dual splits, with no consideration. In commercial installs you do not want everything on RCDs.

So it does say Lift?

That is a commercial installation?

And therefore the "electrician" (and possibly the employer) have broken the law?

It looks a bit small to be supplying a lift that you walk into, maybe just a stair lift?

Some lifts in smaller commecrial buildings only require a 16A SP supply these days, generally only go up one or two floors and don't generally have a lift motor room, normally just a small hydrallic unit about 1m tall and 600-800m wide.

Generally go in buildings which would in years gone by would have never had a lift, but need to these days for disabled access
