Ive just measured the cable conductors and its 16 sq mm and the run from consumer unit to cooker switch is 20 m through ceiling void cliped to joists, no insulation near and 1.5m chased into wall.

16mm² is HUGE and is more than big enough to run most smaller houses are you sure it's really that big? That would be very difficult to wire into a cooker switch, except maybe one of the large old MK 60A switches.
That is 16mm².Each conductor is made up of 7 strands of 1.77 mm diameter
If you have the usual 30A fuse/32A MCB then 4mm² will be adequate.maybe ought to use 10mm for the extension from the cooker switch to outlet?

A rough guide to the actual conductor size can be indicated by measuring the outside sheath of the total cable.

Cable at floor level is visible, so irrelevant whether it is in a suitable zone or not.
The vertical parts are both directly in line below an accessory, so are in the approved zone and can be concealed in the wall.
Could even go directly across the floor as below - the point is that the floor cable is on the surface and therefore visible.
