Cooker connection point

Ive just measured the cable conductors and its 16 sq mm and the run from consumer unit to cooker switch is 20 m through ceiling void cliped to joists, no insulation near and 1.5m chased into wall.

16mm² is HUGE and is more than big enough to run most smaller houses are you sure it's really that big? That would be very difficult to wire into a cooker switch, except maybe one of the large old MK 60A switches.

Each conductor is made up of 7 strands of 1.77 mm diameter , maybe ought to use 10mm for the extension from the cooker switch to outlet?

Using the special character list is by far the easiest.

I genuinely cannot understand how anybody can not have the curiosity to find out what all of the buttons do - I cannot relate to people like that.
 
Despite what others have said, then YES, you can do that.
Cable at floor level is visible, so irrelevant whether it is in a suitable zone or not.
The vertical parts are both directly in line below an accessory, so are in the approved zone and can be concealed in the wall.
Could even go directly across the floor as below - the point is that the floor cable is on the surface and therefore visible.
