Just found out I'm gonna likely need planning permission

I've been reading another thread about someone's garage and have just learned that if you're building up to a boundary, 2.5m is the max height, not the 3m eaves/ 4m ridge I was expecting. This leaves me in the poop a bit as after the floor is raised approx 30cm in line with the house and a flat warm roof is installed, that leaves me with a pretty low ceiling. Especially when the rest of the house has 10' ceilings.

I already have outbuildings right up against next doors house - a tiled pitched roof sloping away from the neighbours, approx 4.5m tall. These were there before their house was built in 1935 as I can see loads of mortar snots on their external wall.

If I were to use these outbuildings in my extension i.e converting them, do I need planning permission? Any further building linking them to the main house would be over 2m away thus not being restricted to the 2.5m rule

Anyhow, how much faff/cost is getting planning compared to permitted development? Can I avoid this as above?

No; if it's an extension to the house, you can have eaves height of 3m and overall height of 4m, even up to the boundary.
The figures you were quoting are for 'curtilage buildings' (garages, sheds and suchlike)
