Something missing from meter cupboard?

It appears the SWA cable feeding the detached garage is simply terminated inside the meter cupboard, strait in to a henly block.
The cable which i think is 6mm2 feeds a consumer unit inside the garage.
By my thinking, some type of device should be fitted in the cupboard as nothing is protecting the garage supply cable upstream of it's CU?
No idea what sort of device though and i have no intention of fitting something myself but would like to be able to call a sparky and say i want blah blah installing.
Am i correct that something is missing?
This particular part of the electrical install is from build and has been signed off but seems odd to me.
Things do get a little stranger in the garage as i have a selection of cut SWA and earth cable but one thing at a time!

You need a switch fuse. This shouldn't really be in the meter cabinet as it's for DNO/Metering equipment only. If there's plenty of room in there you might get away with it but you're supposed to have two cabinets.

I'm guessing then if the SWA is just into the Henley's there's no gland on it/the armouring is not earthed?

6mm² SWA fed from a potentially 100A service cutout? You NEED a switchfuse.
You have clearly done the calculations, so to save anybody else from wastefully repeating that work, please share with us the results which show that such a cable would not be adequately fault protected by the service fuse.
 
One needs to switch off the load before removing the fuse so there is little chance of ionisation of the atmosphere, so for the firemen or DNO workers there should be a local isolator to the fuse, as to who should fit the isolator is another thing, likely the DNO should fit it to protect their workers? But having the isolator in the garage and the fuse in the house is not really what should be done.

6mm² SWA is rated at around 60 amp and the DNO fuse is 60 to 100 amp so could fall into the rating, however since fused garage side even if over the 3 meters limit it is unlikely to cause a problem. I have a second consumer unit in this house, but it is supplied from a non RCD protected MCB in the main consumer unit not direct to the henley block, and this is with 10mm² cable. This means I have a single isolator which will work the whole house. It is also neater than having a separate switch fuse.

I would not feed the garage direct myself with 6mm² however I would not be really worried if I found some one before me had done that. I am sure this house has a 60A DNO fuse, however I would not like to rely on that fuse never changing, so I would wire with the idea it may change to 100A however again who is responsible, if a 60A fuse was to blow, one would hope that unless inspected to see if a 100A fuse could be used it would be replaced with a 60A?
