30m2 outbuilding

Does the max 30m2 outbuilding under PD refer to internal sizes or should I include external wall to external wall ie inclusive of cavity in the overall 30m2 calculation?

This was asked in the last 6 months but I can't remember the answer
I have a feeling it was internal- which surprised me
 
The only 30m rule I know is for not needing building regs approval, nothing to do with PD. For PD chances are the only size rule would be the one saying you can't cover more then half your garden.

^ Correct! (should have read it more carefully; of course 30m² only applies to Building Regs).
 
Correct, it is for building regs. I just mention PD because it's not subject to a planning application.

Outbuildings are considered to be permitted development, not needing planning permission, subject to the following limits and conditions:
  • No outbuilding on land forward of a wall forming the principal elevation.
  • Outbuildings and garages to be single storey with maximum eaves height of 2.5 metres and maximum overall height of four metres with a dual pitched roof or three metres for any other roof.
  • Maximum height of 2.5 metres in the case of a building, enclosure or container within two metres of a boundary of the curtilage of the dwellinghouse.
  • No verandas, balconies or raised platforms.
  • No more than half the area of land around the "original house"* would be covered by additions or other buildings.
  • In National Parks, the Broads, Areas of Outstanding Natural Beauty and World Heritage Sites the maximum area to be covered by buildings, enclosures, containers and pools more than 20 metres from house to be limited to 10 square metres.
  • On designated land* buildings, enclosures, containers and pools at the side of properties will require planning permission.
  • Within the curtilage of listed buildings any outbuilding will require planning permission.
 
Well mainly building regs, but I want to make sure I dont fall outside the scope of PD either because I dont you can build a 40m2 outbuilding under PD even if you get building regs approval?

So on that logic, if I am building an outbuilding of 30m2 which is internal size, and I dont account for a cavity wall which might add another 9m2 square for the external area bit, then I fall foul of the need to get building regs approval and PD rules.

Basically I just need to know that I dont fall outside of PD or need building regs if the internal area of the building is 30m2.

It's internal floor area which must be < 30m², not overall footprint, for Building Regs.
 

Thanks, that was the answer I was looking for. Can I ask where this is verified or confirmed?
Did you read these docs?
If the floor area of the building is between 15 square metres and 30 square metres, you will not normally be required to apply for building regulations approval providing that the building contains NO sleeping accommodation and is either at least one metre from any boundary or it is constructed of substantially non-combustible materials.
 
I did indeed read that but I guess I was looking for some sort of written confirmation that the definition of floor area does not include the overall footprint of the building (inc cavity).
