dumb ass question maybe but electric meter has off peak, normal and total readings toggled by pushing one button.
I want to submit my readings but unsure what is what. Readings are r2 and r1 plus the obvious T

Anyone?

If you have a recent bill (ideally the most recent one), you should be able to see what sort of numbers to expect for the 'off peak' and 'normal' meter readings - so, unless the numbers are pretty similar, that should tell you 'which is which'.

it must say somwhere what rate 1 and rate 2 refers too and assume t will be total

Depends on the meter.
The other way is to see which one increases during the day, that will be the 'normal' one.
