Hi all, I pass a two storey block of maisonettes on my walk into town.
Can't help wondering the reason for this heavy duty nylon rope hanging from a hole just below the DPC. It's been there for a couple of years and it intrigues me.

might be a drawstring for pulling cables

Looks an unusually tight fit.
 
horse loops are much higher.

And have a weak link intended to snap in case of panic.

I'm really tempted to give it a tug and see what happens, however, I can imagine the block collapsing and then out pops a camera crew and I'm on "You've been framed"
