Nope, as long as you restrict, if not block, external access then you can mitigate and or stop external sources. It's a lot harder for non island nations but not impossible.
 
We have the advantage of seeing disease progression and citizen behaviour in other countries, such as Italy, that are ahead of us. I don't see anything happening here that is different from what has already happened. No foresight required.

rate of spread... much the same

panic buying... yep

People partying... yep

people moving to holiday homes or other regions, and spreading the disease... yep.

Denial and inaction by politicians... just the same.

Worse still, they don't know who has been infected and recovered, so they don't know who the people are who are likely to be immune, and could safely work with the sick.

Although to be fair they may be waiting a long time to make sure that people are totally recovered before capturing that. No one likes retrospective changes to data.
