Yes. If there was a fire in a building I'd expect a mass evacuation through fire exits etc and zero social distancing and mass gatherings at those exits.

Same thing if people are at a party and totally pizzed.

Same thing if there is a riot or a panic.

It's not particularly OK but expected. Social distancing is very new, very raw and not at all normal behaviour. It's very easy to do under certain circumstances. Throw in some primal instinct and it will be forgotten quicker than you can say Dominic Cummings did it.
