It seems he's unable to grasp that the ONS or any other statistician are only able to process numbers given to them by Doctors, a Doctor is admitting that the numbers they supply to the ONS are plainly wrong, but minion feels because the statisticians (and IT workers like himself) have A level maths and are far brighter than Doctors, their statistics are somehow right.
