There are looters both black and white and they are opportunistic a holes who should be prosecuted. But those people who are looting are using the BLM movement as cover. The movement itself probably started out with the greatest of intentions but as a non centralised movement it was co-opted and twisted by many who need cover to further their own aims or just found an opportunity to exploit it - like Brexit.

De-escalation says you back off, rather than chase him around the car like a scene from the three Stooges. This is unquestionably a cockup, the question that the FBI will be trying to answer is was it bad luck, incompetence or criminal.

From desk drivers who aren't used to the real world. Hitting a leg on a moving target is difficult. You only have one chance before he can return fire. Even an on-target leg shot is far from gauranteed to incapacitate a determined desperate crim, high on adrenalin and God knows what else. Body shot better every time.
