Not really there is a lot more teams In Britain and so the resource pool for talented personell is not the same as the Italians, with there only being 2x Italian teams at any one time in the championships. Not only that Ferrari is the only team that has been involved in F1 for 60 ish years from the start. No other team has had that long a time.

So your statement is not quite true, when comparing apples for apples.
