Good point, been so long since I did one, think it was just insulated, (2 halves of a circular polystyrene block that goes around the pipe, through the wall.) Would have been better perhaps supplied with a plastic duct to encase the lot.

Not ideal, hadn’t noticed until you said. Meter is in a housing.
Bit of a daft place to put it IMO, could make connecting a hose difficult and getting a bucket or watering can underneath nigh on impossible, but looks to me like he's done whats easiest and cheapest for him rather than putting a bit of thought into it and doing a better job.
