What is the best way to clean and paint this bit above a bay window?

Whats the piece above the window called and is there a specific type of outdoor paint I should use?

Its probably Lead , Painting it , the paint will flake and peel off very quickly and will look a mess .
 
I think its a modern fibreglass moulding. I would leave it alone but if it is fibreglass, yacht paint would do a great job.
 
Hi thanks for this info, so I realised I could use patination oil for the lead flashing, but what is the best grey/dark grey paint type to use on the bottom curvy bit just above the window itself? I am not sure what material it is. Maybe a multi surface paint will work?
