The rub with this particular killing spree is that the shotgun had been taken off him by the police for some incident he was involved in and returned rather recently. Enquiry started already. He is clearly mentally unstable just based on youtube videos he has posted that were shown on the box. He seems to have a thing about his mother who he blames for all sorts also life in general. His life, and he communicates with odd ball groups on the web.
The web in some ways is a serious problem with no easy solution. People with specific views reinforce them amongst themselves and attract others.
He has a shotgun certificate not a firearms certificate but all weapons of this sort of style are called firearms even sub 12ft lbs energy air rifles and even lower power pistols. Thow in CO2 powered variants as well. Some air and possibly CO2 weapons also need a firearms license as over 12ft lbs. Real bullets always do and in no way are number of them capable of exceeding the speed of sound. What can be used on a piece of land has to be approved by the home office. Ranges as well. A few people can use anything but still have to consider what would be the sensible option considering all sorts of things.
He could equally well have killed using a vast array of items. It happens.
The only thing that can be said about legal guns is that it doesn't happen very often and these do not get into criminal hands. Not really a defence but should be kept in mind. He could have caused a lot of grief with all sorts and was in the frame of mind to do it. Try googling Samurai sword deaths in the UK. Set it to the last 12 months.
No doubt there will be an enquiry. They are held in this area at odd intervals anyway. The last one resulted in a change to reduce something that happened regularly that didn't result in deaths.A certain type of misuse.
