Not read the articles, but my money is on the second, especially as Tesco ran out again today.
Although, wife did manage to get some from the BP garage up the road, after a long queue.

Eight garages within a couple of miles of me all have fuel and no queues at all, just one or two cars in front at the pump, but certainly no queue backing up on to the road. This was Tuesday, yesterday and today.

And BTW, all the shelves at Asda, Morrisons, Aldi and Lidl are fully stocked too, and have been for months, no change.

It will obviously settle down pretty soon, as unless people start driving more than normal, everybody is going to have near full tanks of petrol for a while and not need petrol.
Unless people start topping up every time they can squeeze another litre in, "just in case".

Not that extreme, but after the last shortage I did resolve to not drop below half full.

It lasted about 2 goes before ICBA any more.

Both probably!

I put £20 in my car the day before it all kicked off, only because I was running low and at a supermarket. Still got about half a tank. WFH means I don't use much petrol, which is handy. But ... had to turn the heating on yesterday. Swings and roundabouts.

In Asda today, I was reminded of the Soviet Union in the 80s when they showed women queueing up for hours just for a loaf of bread. The whole frozen veg aisle at Asda was almost empty. Reckon there was barely 20% of the capacity in the freezers.

Wish I had a camera on my phone as the frozen veg would have highlighted what Brexit has done to the supply chain. Frozen veg suffers more than some other products, as it needs both pickers and drivers to take it to the processing plant, then more drivers to take it to the supermarkets. Both these occupations are suffering because we have told the EEs who undertook them to Foxtrot Oscar.
 
I filled my tank a day or two before the shortage started. 2 days later and someone ran into the back of me and car ends up off the road in the garage.
Thinking, (and hoping), it will be a write off I took the plunge and bought another one as I need one for work, (I'd considered earlier in the year to change it for a same model but automatic version but never got round to it). Found one in Essex and while waiting for the paperwork to go through the s**t hit the fan over fuel. Managed to get the new one filled up, drove it home on Saturday and to work and back on Monday and since Monday evening it's sat on my drive because I have a fractured clavicle apparently. Arm in a sling, not allowed to use it and so can't drive. My wife took it for a drive locally to see how it feels but in reality I have over £130's worth of diesel sitting there doing nothing. I suppose if my wifes car gets a bit low we can syphon some over.
 
Crash happened on a Wednesday, told by GP to go for x-ray and was told by hospital, (after x-ray), it looked like soft tissue damage and bruising and rest it for 24-48 hours. Wen to work on Friday, did some gardening and other stuff around the house over the weekend and went to work Monday, (a little sore admittedly). My wife phoned me just before lunch to say the hospital had phoned about my x-ray. Apparently a consultant had been reviewing some random x-rays from the previous few days and it turns out I have a chip fracture of my collar bone. Need to get it in a sling and keep wearing it until another x-ray on 11th October. Allowed to remove it for bed and ablutions but to wear it all other times.
Believe me, typing one fingered with your non-writing hand is laborious!
