In modern warfare hospitals, schools, women and kids get bombed all the time.
Do you really believe that only Russians kill innocent people.
Under the Geneva convention the unintentional killing civilians in the course of a military campaign isn't a crime.
However the intentional killing of civilians is considered a war crime.
When you have enemy forces embedding themselves amongst the civilian population, the deaths of the innocent are inevitable.
