If you've had a referendum on something and you want to have another go within a short period of time (a decade or so), it makes sense to raise the bar.
It costs a huge amount to create these referendums and there is long term damage to the economy and social cohesion with the unknown situation and political split.
People are still getting upset over Brexit for example and I think they will be for the next 10 years.
