Has gas meter been capped?

New boiler is refusing to ignite

Looking at the gas meter and i am wondering whether it has been capped/sealed?

Could someone confirm from the pic?

Has your supply been switched from credit mode to pay up front mode? Is the whole house new to you or just the boiler?

Yes, the supply was switched (prior to me moving in) by the gas company to pay up front (prepayment) mode.

What's the significance of switching from credit to prepayment?

The boiler is new but untested

After fitting my smart thermostat, the boiler appeared to fire up, then cut off.

It mentioned ignition issue and F54 and F28 (Vailliant Boiler)

Unfortunately, the boilers the only gas appliance
 
I think what is being suggested, is that you could have run out of credit, with the result that the meter has switched the supply off.
That's the first thing I'd check. If you don't know who your gas supplier is, you'll need the MPAN or postcode- if you Google 'who supplies my gas' there's links to various sites. You want supplier not transporter.
Once you've found your supplier, contact them and see what's what.
(Especially if you are renting) you may find you are on a tariff with no standing charge but high unit costs. You may also find there's a big fat negative balance from a previous occupant - not your problem to pay it, tell them when you moved in, get a new account set up.
 
The first thing to check is the boiler install, get on to them. It should not have been left uncommissioned, whatever the problem with the meter is.
 
Re the commissioning- yes it must (and should already have) been done. Possible it was done on the dregs of whatever credit was left on the meter (or is there an emergency £5 button on prepayment smart meters?).
EDIT Installer should have completed the Benchmark section in the install documentation- see if they have?
