No, can't tell by looking at it, it could be capped/disked inside the fitting.If you can't tell, would a better pic help out?

You're like Agatha Christie putting all the right pieces together to crack the case.Has your supply been switched from credit mode to pay up front mode? Is the whole house new to you or just the boiler?

That's the first thing I'd check. If you don't know who your gas supplier is, you'll need the MPAN or postcode- if you Google 'who supplies my gas' there's links to various sites. You want supplier not transporter.I think what is being suggested, is that you could have run out of credit, with the result that the meter has switched the supply off.
Agree you should not attempt to use a non commissioned boiler .May be gas leaks.The first thing to check is the boiler install, get on to them. It should not have been left uncommissioned, whatever the problem with the meter is.

Why?The boiler is new but untested
F54 coupled with F28 can be a faulty gas valve (inside Boiler - so gas safe registered engineer required). What does the display state on the meter when you press a button? (Might have to hold the button for a period)It mentioned ignition issue and F54 and F28 (Vailliant Boiler)
