You first link is a US intelligence document parading as a Hamas Media Office. Such is the risk and extent of misinformation. It can not only dismissed, it should be condemned.
The second link to Wikipedia, barely touches on the 2017 Charter, and as you say refers to the Middle East Eye.
Which is exactly the same as your third link.
So as I said, you have presented two versions of the same website. That's why they're both the same.
