How do I embed this hatch frame in my concrete floor?

I am tiling my floor, I need to embed this metal frame (it will support a tiled hatch). What’s the best way to fix it? It needs raising about 5cm to bring it flush with the tiles, I was thinking of mortar but not sure if it’s the right choice

Mortar is ok.
Whatever ledge it's currently sitting upon - we'd cut some slithers of masonry (cheap 32mm slab) and bed those around fist. Save having slumpy mortar and potential sag issues.

I have a bag of building sand; can I just buy a bag of cement to make mortar?
Should I use mortar also to fill the cover and then bed the tile in it? Or is it better to fill it with concrete, let it dry and glue the tile with tile adhesive?

Technically you could fix the tile to the wet mortar. However, Things could get messy. I'd be inclined to allow the frame mortar to set.
As long as you use a cement based tile adhesive, no need to let it all dry first.

Building sand and cement is fine. Put a spot of Fairy in the mixing water first.

I have a pile of old roof tiles that i find are useful for padding but tell me, nose-san, why must this fairy be sacrificed for the project - are there no other woodland sprites that can be suited for this purpose?

Using anything else could be bad for your elf.
