Tommy would know better than to attack someone without provocation. And especially when he knows how corrupt the law is and that he has only just got out of prison.

Should be settled in court, or by police questioning. No need to flee if there is video to support his case, or he has a good defence case.
If it gets to court then I'd suggest there is enough to warrant getting him there.
