A person who crosses in to France from another country - commits an offence if he does not have a visa or right to enter, or has not followed the proper procedures (report to PAF etc).
A person rescued at sea and taken to a French port, must be assisted. You are aware of the obligations.

I am planning a remote controlled submarine design with a canvas-cutter sticking out of the top for use in shallow water.
Am I liable to arrest for planning a terrorist act?
Maybe we could get AI to make a video of it happening in deep water, declare it to be true, put it on SM,? That would be a deterrent.
