Israel has attacked civilians, but they're not a proscribed terrorist group.
Hamas have killed several hundred civilians.
Israel has killed several tens of thousands of civilians, and driven hundreds of thousands from their homes and land.

Hamas can't buy weapons from the west.
Israel does a roaring trade with the west buying weapons.
And the west continues supplying weapons to Israel despite the UN consider Israel is committing genocide.
