Sir Keir Starmer will tell Palestinian officials they must stop
paying the families of terrorists before Britain can open full diplomatic relations.
The Prime Minister is facing a backlash over his decision to
formally recognise Palestine, a move that threatens ties with Israel and the US.
Sir Keir will now insist that the Palestinian Authority ends its “pay to slay” policy of handing out stipends to the families of “martyrs” killed or detained for attacks on Israelis.
The demand was part of a series of required reforms before any two-state solution is finalised, sources said.
The plan includes an overhaul of school textbooks deemed anti-Semitic and fresh elections before Britain opens a Palestinian embassy in east Jerusalem or signs international treaties.
On Monday Israel was considering closing French consulates in Jerusalem in retaliation for
Emmanuel Macron recognising Palestine as a state at the United Nations. Sources said Israel was focusing its retribution on France for now, which has been leading the international effort.
Pro-Palestine protests spread to Italy on Monday, after
Giorgia Meloni refused to follow France, Britain and others in recognising the occupied territories.
Sir Keir’s move, Britain’s biggest foreign policy shift in decades, was condemned by the United States and the families of Israeli hostages. Donald Trump is expected to air his concerns at his UN speech on Tuesday.
