IMO any so called 'car trader' who refuses to pass on service history, then there is something dodgy in the trader's office.
The used car side of my family's businesses would most definitely share any genuine details necessary to secure a sale and that would include any documented service history available.
TIP .. check all docs for forgeries and possible 'duplicates' also be very wary of any new looking histories with the same handwriting and stamp on every page. Very few used vehicles are constantly serviced by the same dealership/trader AND signed by the same person year after year.

If he doesn't want to share his cars service history, probably there's none.
A lot of backstreet dealers buy cars at auction with no paperwork whatsoever.
Sometimes they get lucky and find all documents in the glove box, including service records.
When I bought my Passat, the dealer had a thick folder for it. The previous owner had kept every single receipt related to that car.
The dealer wasn't even shy to show me that the previous owner had now purchased another Passat, much younger.
Genuine dealers don't hide anything.
One more piece of advice: don't trust dealers who pack up cars very tightly.
They do that hoping that you won't have enough space to inspect them properly.
