You don't need to be a lawyer to get this. If you ever watch a crime drama, like Prime Suspect, you will know that the police can only hold somebody for a day or so without charging them. If they are not charged, they have to be released.

24 hrs but can be held for 36 hrs with an extension, for murder enquiries I believe it is 96 hrs, for terrorists in can be 14 days without charge. @motorbiking will be able to state exact but that is my understanding of it
 
I suppose the police officers will be in trouble for shooting now.....pppfftttttt
