Unknown fixing system

There is a vertical piece of wood (2x3) fixed to the wall. I want to remove it but not sure what is the best method. I was expecting screws but instead I see something like that:
- a metal circle embedded into the wood
- a pin in the centre of the circle
I have never seen anything like that before. What is that fixing system and how to remove it?

Are they not hexagon headed large screws into plastic plugs

The centre part is circular and the backing is metal

It looks like the end of the rod has been peined out over the washer. Angle grind the head off.

Yeah, it does look like a washer. Who in their right mind would do that to a screw though?

A coach bolt looks a very annoying thing to fix wood to the wall with.

Maybe it’s not a screw. What kind of rod did you have in mind?
