As we've both said, who knows.Because it was aimed at a simple DIY install and not a means of bypassing the rules that traditional solar installs go through? ... Dunno.
Given that DIYers can essentially 'do what they like' without ay significant risk of getting into trouble, the concept of introducing a rule to stop people 'bypassing' (or maybe just 'ignoring') some other rule would seem a little flawed (silly and 'useless'), since if they are prepared to ignore/contravene/circumnavigate one rue, why not also the new one?
