Because it was aimed at a simple DIY install and not a means of bypassing the rules that traditional solar installs go through? ... Dunno.

As we've both said, who knows.

Given that DIYers can essentially 'do what they like' without ay significant risk of getting into trouble, the concept of introducing a rule to stop people 'bypassing' (or maybe just 'ignoring') some other rule would seem a little flawed (silly and 'useless'), since if they are prepared to ignore/contravene/circumnavigate one rue, why not also the new one?

Even if you don't have new rules they could bypass the existing ones and have "plug in" solar. I don't think anyone has had any concerns about it until now. It's true that by trying to make it official, some will bend/break the rules though.

Quite so. That was my point (and not just 'plug-in solar- it could be a full-sized roof installation) - which is why I said that introducing a new rule to stop them bypassing an old rule (which they can already ignore if such is their wish, anyway!) is seemingly a little on the 'flawed/silly' side

Hmm, the extreme end of that is that we shouldn't have any rules/laws because some people break them anyway.

I know you don't mean that but where would it end...
