Afaict these are treated as "cables" from an approval/standards point of view (and technically it's "insulated and sheathed" rather than "double insulated" though that is a pretty pedantic distinction).Flexible double insulated singles are available, including rubber which is more flexible than tri-rated. I cleared some stock out quite recently.

I'm not convinced the termainals on a meter are well-suited to fine-stranded wire, and a ferrule would likely end up exposed.
